   so the quality of arts education can only be even lower I imagine with no prioritising of music, drama, dance, writing, debating, art etc

   What level of language skills related to the language of learning and teaching (LOLT) do the teachers have? This must have an impact on the quality of any learning area!!

   Your cited Global Competitive Report makes no bones about rocket science inclined countries versus the rest especially those beleaguered by strive, starvation, corruption and human rights violation and sheer corporate governance issues. Emerging from setbacks and trauma of Apartheid education is no walk in the park to undo its forgotten woes.

   Apartheid (aka white minority rule)has been replaced by right wing African nationalism that is reacting by throwing out all discipline in the schools (I’m referring to the teachers and headmasters, pupils are sometimes brutally punished), the police who have lost a large but unknown (really!) number of weapons, and every other branch of government. The most tragic loss of quality is in the state hospitals which serve the poor.

   South Africa is fast approaching failed state status. The results reported here should surprise no one. Also note that South Africa’s standing is lower in every consecutive report. It has been going one way since 1994 and is so low at present that mere randomness should lift it in the next.
