   What does “partly completed” mean? One brick?

   The Department of Human Settlements counts delivery in terms of “houses completed or under construction”. So, the 2,6m figure includes all houses that have already been completed, as well as those for which projects have only just started and which might only be done in a few (or more) month’s time. The Dept does not collect the number of COMPLETED houses separately. The difficulty, of course, is that we don’t know where the line is. The deeds registry shows far fewer houses on their database, but this may still be because a house has been completed but not yet formally registered with a title deed – it is suspected that there is some delay in this regard.

   The figures are not woth the paper its written on.
   Separate fact from fiction.
   Fact = completed houses
   Fiction = ‘underconstruction’ or some such disguise.

   Sounds like the number of completed houses delivered is way way smaller than 2.6 million. It’s probably a tiny fraction of this. Shouldn’t we be told the truth? PAIA?
