    I thought the first census started in the Biblical times when Moses in the Wilderness of Sinai was asked by God to count people.

      Moses was born in Egypt in the month of Adar in the year 2368 from creation (1393 BCE) and passed away on his 120th birthday — Adar 7, 2488 (1273 BCE) i.e.~ 3,300 years ago. Different sources vary by a few hundred years, but that would still be less than 4,000 years ago, when we stated the first Census took place in China.
